Gender and Development for Cambodia (GAD/C) is a local non-governmental organization with a mission to promote gender equality and improve status of women in Cambodian society. It runs a variety of programme activities to achieve its mission. GAD/C’s programme activities broadly lie in training, advocacy and networking, and community outreach units. GAD/C is undertaking the programme activities in partnership and collaboration with governmental agencies, NGOs, civil societies, network members, youth groups and other stakeholders. GAD/C is looking for capable and qualified candidates for two senior positions.

The position, Programme Support Team Leader will be mainly in charge of human resources finance and administration units. S/he is responsible for setting the policy to make sure that all staff possess the attributes to implement their work conscientiously, monitors the organization’s work and shares the responsibility of management team to make sure that GAD/C’s overall strategy and direction are efficacious.

The second position, Implementation Team Leader will take responsibility of GAD/C programmes.. S/he will make sure that all functioning programmes are on track and fulfilling the vision, mission and goals of GAD/C.

Responsibilities of Programme Support Team Leader / Implementation team Leader

Management and Planning

  • Develop, in co-ordination with the senior management team and executive director, clear plans in the organisationorganization at strategic and activity level, with a particular focus on the monitoring and implementation of these plans, allocating resources as necessary to ensure goals are met. (1)
  • Develop, in co-ordination with the senior management team and executive director, clear plans for the training and community outreach units in the origination at strategic and activity level, and monitor the implementation of these plans, allocating resources as necessary to ensure goals are met. (2)
  • With the assistance of the senior management team, set annual budgets for relevant units and monitor the financial position of the organisation to ensure programs remain on target with respect to these budgets. (1&2)
  • Support the management of human resources across the organization to ensure strong staff policies in all areas and adherence to these policies. (1)
  • Oversee management of human resources, dealing with any performance issues in line with staff policy, and ensuring recruitment procedures are followed effectively and in a timely fashion. (2)
  • Support managers in developing management skills through direct capacity building and arrange relevant training opportunities. Ensure the appraisal process is followed and a clear and realistic staff development plan is in place. (1&2)
  • Supervise staff activities for relevant unit to give regular feedback on performance and technical support as required to help ensure program outcomes are achieved. (1&2)

Programme Activities

  • Advise on reporting and monitoring aspects for any new programmes of activity, putting in place plans to monitor and report on outcomes effectively and in line with best practice and donor requirements. (1)
  • Oversee ongoing activities, putting in place arrangements to monitor and check activities are completed as planned and produce the desired outcomes. Maintain excellent liaison with other managers and provide support in areas of reporting, monitoring, finance and human resources. (1)
  • Ensure the provision of timely and accurate financial reports as requested both internally and externally. (1)
  • Support the building of strategic relationships with donors and other organizations that help the organization to maintain a well respected position and gain increasing influence and resourcing. (1)
  • Proactively maintain excellent relationships with donors to keep them aware of significant issues by providing high quality reports and documentation, and prepare proposals for new donors where needed. (1)
  • Manage significant new areas of activity, allocating responsibilities and ensuring programmes are set up to generate quality outcomes. (2)
  • Oversee ongoing activities, putting in place arrangements to monitor and check activities are completed as planned and produce the desired outcomes. Schedule time to include regular visits to observe field level activity. (2)
  • Support the building of strategic relationships with government and other organizations that help the organization to maintain a well respected position and gain increasing influence on policy and ender mainstreaming. (2)
  • Be aware of the needs of donors, working with the programme support manager to keep them aware of significant issues, and prepare proposals for new donors where needed. (2)
  • Deliver training and workshops and as required at significant events internally and occasionally externally. (1&2)

Reporting

  • Ensure all reports and publications are produced in a timely fashion and to a high level of quality. (1&2)
  • Develop and maintain a high quality monitoring and evaluation plan that reports on quantitative and qualitative outputs from GAD/C programs using best practice methodologies. (1)

Others

  • Provide inputs to various units on specific projects, workshops or campaigns as required. (1&2)
  • Carry out other duties appropriate to this post as requested by board. (1&2)

Requirements and qualifications

The ideal candidate should:

  • Hold a masters degree in development, management, economy or other relevant degrees. (1&2)
  • Obtain at least 3 years of working experiences with NGO or INGO in a similar position especially in the area of gender and development. (1&2)
  • Experience at least 2 years in human resource management and financial and administrative tasks. (1)
  • Experience at least 2 years in project management and proposal writing. (2)
  • Have proven knowledge on gender and masculinities of contemporary Cambodian society. (1&2)
  • Acquire English proficiency and accuracy both in speaking and writing. (1&2)
  • Be able to use Microsoft Office and other computer programmes. (1&2)
  • Be well-organized, self-motivated, creative, outgoing, flexible and easy-going. (1&2)

Vacant Positions:

Gender and Development for Cambodia (GAD/C) is a local NGO specializing in gender and aims to bring about gender equality as well as bettering women’s status in the society. GAD/C is seeking a qualified Cambodian applicant for the position Research and Men’s Network Officer to perform the following tasks:

Responsibilities

  1. Assist Project Manager in the overall conduct of qualitative and quantitative researches
  2. Interact with local authorities and other stakeholders to identify areas for possible research
  3. Coordinate and facilitate meetings and training workshops on human rights, women’s rights, relevant laws, etc.
  4. Translate documents from Khmer to English and vice versa
  5. Perform other relevant work

Vacant Positions:

  1. Bachelor’s degree holder in Development or other relevant areas of study and experience
  2. Have at least one year practical experience in conducting research
  3. Possess good background in gender and development concepts
  4. Have good interpersonal and communication skills
  5. Have functional literacy in SPSS, Microsoft Office and Internet and Email.
  6. Well-organized, results-oriented, self-motivated, flexible, resourceful and independent.
  7. Advanced English speaking and writing skills
