  Gender and Development Network (GADNet) is the network of NGOs, civil society, and state institutions in Cambodia entrusted to promote gender equality in the country. With its secretariat based in the Advocacy and Networking Unit of Gender and Development for Cambodia (GAD/C), GADNet works to create demand for gender-responsive laws, policies and programmes in the country. Currently, GADNet comprises of 60 institutions and is managed by an elected committee. The overall goal of GADNet is to have a fair and just Cambodian society where all people are empowered to participate in national development in accordance with their potential.
 
 
 
 
 
 
 
 
 
 
Overall Goal
The overall goal of GADNet is to have a fair and just Cambodian society where all people are empowered to participate in national development in accordance with their potential.

The main purposes of GADNet are to:

Establish and mobilize a network of like-minded organizations to effectively conduct advocacy campaigns to increase the demand for gender-sensitive laws, policies and programmes.
Improve the capacity of network members to design, implement and monitor effective advocacy campaigns promoting gender equality.
Monitor and report on government achievements in relation to gender-responsive laws, policies and programmes, and
Serve as a forum to exchange views, ideas, expertise, and concerns in relation to gender equality among the network members.

GADNet Activities
For effective mobilization and functioning of the network toward creating demand for gender-sensitive laws, policies and programmes the GADNet carries out a number of activities. These include:

  • Capacity-building: providing a series of gender training, range from gender awareness, policy and mainstreaming and advocacy training to network members to strengthen skills and knowledge of members on gender analysis and especially to enable the members effectively advocate for gender sensitive law and policy. The network members are also provided with tools and such as publications, posters, manuals, and consultations to improve their role as leaders in relation to gender equality.
  • Campaigning: carrying out advocacy campaigns such as International Women’s Day (IWD) in partnership with government agencies and other network such as Cambodian Men's Network. support of a Cambodian society where all people are equally empowered to use their potential to participate in national development. Part of this campaign, several promotional materials are produced to raise awareness to the publics on specific gender issue. Those materials are: poster, booklet, t-shirt, sticker.
  • GADNet meetings: the GADNet members meet quarterly to share their experiences on addressing gender/women’s issues. The secretariat also holds meeting with the members on the occasion of IWD campaign and hot issues.

  The Committee to Promote Women in Politics (CPWP) consists of eight local NGOs, namely, CDRI, LICADHO, CWPD, COMFREL, GADC, NICFEC, SILAKA and WfP. It was established in August 2005 and in September, organized a successful second consultative forum on women’s political participation and its effectiveness in commune/sangkat council. The overall goal of CPWP is to open up the space for dialogue among policy makers, political parties and civil society organizations on the importance of women's participation in politics at commune or sangkat while at the same time providing participants with opportunities to raise and identify entry points to increase women's participation in decision-making in local government in Cambodia.
 
 
 
 
 
 
 
 
 
 
For 2006-07, CPWP developed activities to advocate and promote women in the commune elections. The strategy will include lobbying and advocating, media campaign, organizing grassroots forums, training to candidates of political parties, and research. GAD/C involves to responsible implementing some activities such as lobbying and advocacy, public forums, training to candidates of political parties…etc.

National Work Shop On CIVIL CODE

The national workshop on Civil Code is provided to GADNet and CMN members and other NGOs partners. The overall purpose of the national workshop on Civil Code is to raise awareness and to check the civil code whether it has gender responsive or not, or does it benefit women. The specific purposes are:

  • to seek out the recommendations for including into the Civil Code draft in order to ensure it will be passed with gender responsive
  • to show a solidarity voice of demanding for law which equally benefit women and men towards the law makers
  • to monitor whether the gender responsive recommendations will be included into the Civil Code or not and act accordingly

Provincial Political Party Lobbying
As part of the broader advocacy campaign, all committee (CPWP) members, as well as GAD/C will engage in lobbying political parties in the provinces in which they work to place more women candidates at the top of their candidate's list and to use sandwich system of placing women and men candidates on the list as the election cycle advances and monitor political parties agents' actions and commitments by tracking the meeting minutes and /or any written documentation from political parties in response to requested meetings and advocacy . Other advocacy work includes building rapport and support with the local authorities, local police and community leaders. Demands will also be made to the government and National Election Committee (NEC) to safeguard the welfare of women candidates and women activists as a measure against gender discrimination and violence.

>> Women in Leadership Capacity Building

Potential Women Candidates Training
The Potential Women Candidates will have the skills, knowledge and ability on pre-election strategies, campaign techniques, and fundraising, public speaking and governance issues in order to run for the commune council election 2007 through the training which will be provided by CPWP member organizations in prior the day of commune election. The targeted participants of the training are the women candidates from four main political parties. This training activity is under CPWP project and implementing by CPWP members such as GAD/C.

Women Commune Council Training (2nd commune/sangkat election)
The Women Commune Council training is a part of CPWP project activities implementing by CPWP member organizations. As a member of CPWP, GAD/C is responsible designing training manual and also delivers the training.
